A Trillion Dollar Budget But Military Can't 'Afford' To Attack Mold On Bases?

The Government Accountability Office (GAO) has released a report indicating a significant increase in the maintenance backlog for U.S. military installations, rising from $137 billion in 2022 to over $285 billion. The report, published Friday, highlights concerns about the Department of Defense's (DOD) funding requests for installation repairs and maintenance, which fall short of the recommended amounts by about 20%.

According to the GAO report, the DOD's decision to request less funding than recommended introduces risk to mission readiness and service members' quality of life. The report outlines several instances where facilities are in disrepair, posing potential hazards to personnel.

At Naval Station Norfolk, for example, suspected mold has been present in barracks since 2023. However, the installation office declined requests to test the mold due to the potential costs of testing and remediation. Additionally, a highly used facility at the station was found to have asbestos and significant water damage. While all piers at the station require renovation, only one is actively being improved, leaving the rest in a degraded condition.

Another facility at Naval Base Guam was found to have rust and algae on an emergency door's lock, which could affect its functionality during an emergency. The base has also experienced HVAC failures and roof leaks, leading to suspected mold.

The report also highlights issues affecting service members' quality of life. At Fort Wainwright, approximately 3,000 soldiers reside, but the dining facility was only built to serve 800. Due to this limitation, many soldiers opt to eat less-healthy food in their living spaces, especially during winter months. Installation officials have advocated for expanding the dining facility, but funding has not yet been allocated for the project.

Despite the swelling maintenance backlog, the Pentagon's budget continues to expand. The White House has requested a record $1.5 trillion defense budget for fiscal year 2027. The GAO report underscores the need for increased funding to address the maintenance backlog and ensure the readiness and well-being of service members.
