Delhi draft electoral roll out, around 47.7 lakh names excluded after SIR; final list on November 4

The draft electoral roll for Delhi, published on August 26, excludes nearly 4.7 million names as the window for claims and objections opens. The Delhi Chief Electoral Officer’s office announced that the final electoral roll will be published on November 4. This follows the conclusion of the enumeration exercise on August 17, which processed 9.75 million forms, representing 67.21% of Delhi’s 14.5 million registered electors.

The draft roll includes only those electors whose forms were received and digitized during the enumeration. The remaining electors, categorized under Absent, Shifted, Dead, Duplicate, and Others (ASDO), are not included in the draft but can file claims and objections between August 31 and September 30 using Form 6. Officials have encouraged those whose forms were not submitted to provide Declaration forms and supporting documents during this period.

Scrutiny will also target electors with anomalies in their details. These include mismatches between current and 2002 roll names, age gaps of less than 15 years or more than 50 years between an elector and parent, or gaps of less than nine months between siblings’ birth dates. Electors may receive notices if discrepancies are detected, and additional documents may be requested to verify age or citizenship.

The Election Commission has provided a list of acceptable documents to support claims, including government or PSU identity cards, birth certificates, passports, matriculation certificates, permanent residence certificates, caste certificates, and NRC records where applicable. Requirements vary by birth date: those born before July 1, 1987, need proof of birth or place of birth; those born between July 1, 1987, and December 2, 2004, must provide documents for themselves and one parent; and those born after December 2, 2004, require documents for themselves and both parents.

The draft roll’s publication marks a key step in updating Delhi’s electoral rolls ahead of future elections. Residents are advised to review their entries carefully and submit claims or objections within the specified period to ensure their inclusion in the final list.
