Ladakh’s development strategy must leverage its unique natural assets and cultural heritage while ensuring environmental sustainability, NITI Aayog Vice Chairman Ashok K Lahiri emphasized during a high-level review meeting in Leh. The two-day deliberation, chaired by Lahiri and attended by Ladakh Chief Secretary Ashish Kundra and senior officials, focused on infrastructure gaps, tourism diversification, renewable energy, and skill-building initiatives to create sustainable livelihoods in the Union Territory.

The meeting on Saturday assessed Ladakh’s economic landscape, reviewing sector-wise Gross State Domestic Product, Gross State Value Added, and employment trends. Kundra presented the administration’s financial outlook and highlighted key economic challenges facing the region. In response, Lahiri assured support through programs like the Atal Innovation Mission, proposing a mentorship network to connect young Ladakhi entrepreneurs with experienced professionals outside the Union Territory. A consolidated database of promising ideas is also being considered to strengthen the entrepreneurship ecosystem.

Energy and connectivity emerged as critical focus areas. Officials examined the Revamped Distribution Sector Scheme, power transmission projects, road connectivity improvements, the new domestic airport terminal, and expanded 4G coverage. Lahiri stressed the need to improve revenue realization and operational efficiency in the power sector, exploring net metering and decentralized renewable energy solutions. For tourism, discussions centered on astro-tourism, winter tourism, and Buddhist and cultural tourism, with calls to enhance connectivity and diversify offerings. The potential of local products like seabuckthorn, apricot, and pashmina was also highlighted, with an emphasis on modern processing, value addition, and branding.

Education and water security were identified as priorities. Lahiri called for stronger school infrastructure, reduced dropout rates, expanded hostel facilities, and increased focus on STEM education, foundational literacy, and skill development—especially in remote areas. On water, the Jal Jeevan Mission’s progress was noted, with Ladakh reporting 99.5 percent household tap water coverage.

Employment generation through animal husbandry, sheep farming, poultry, and hatcheries was discussed, along with the need for better market linkages and viable business models. Throughout the meeting, Lahiri underscored the importance of preserving traditional crafts like pashmina hand-spinning while integrating appropriate technology to enhance productivity without compromising heritage.

Ladakh’s development roadmap is now being shaped around measurable milestones across economic, social, and environmental dimensions, with NITI Aayog pledging continued support to align growth with sustainability.
