Trump downplays Moscow visit by CIA director as ‘semi-routine’

President Donald Trump dismissed a surprise visit by CIA director John Ratcliffe to Moscow as “semi‑routine” after the former president appeared in the Russian capital without advance notice, sparking speculation about the purpose of the trip. Trump told conservative radio host Glenn Beck that the visit was not related to fears that Russian President Vladimir Putin might “test NATO resolve” or to secure Moscow’s support for tougher U.S. sanctions on Iran. “None of the above,” Trump said. “He’s there, you know, very sort of semi‑routine. I hate to disappoint people. We would like to see the war with Ukraine end,” he added.

Ratcliffe reportedly flew to Moscow on a government transport plane from Andrews Air Force Base in Maryland on Tuesday. The visit was confirmed by Kremlin spokesperson Dmitry Peskov on Wednesday, who said the CIA chief did not meet with Putin. Peskov also called the expectation that the trip would improve U.S.–Russian relations “premature.” He noted that intelligence‑service contacts can be positive, but it is too early to say whether they will help lift the “deep crisis” in bilateral relations.

The CIA director’s presence in Moscow is the first by a U.S. intelligence chief since Bill Burns visited in November 2021 to warn Putin of the consequences of attacking Ukraine. According to the Wall Street Journal, which cited sources briefed on the visit, Ratcliffe’s trip was intended to urge Russia not to attack NATO countries. The Russian invasion of Ukraine began in February 2022, and the war has since stalled in a protracted stalemate.

Trump’s own attempts to end the conflict have not succeeded, despite his personal rapport with Putin. In February last year he announced a decision to go to war with Iran, a move that has put Washington and Moscow at odds. Russian satellite technology has reportedly aided Iranian forces in targeting U.S. and allied bases in the Gulf. In response, the U.S. Treasury announced a new program of secondary sanctions against countries that trade with Iran, a measure that would require cooperation from Iran’s allies, including Russia and China.

The Kremlin has not explained the purpose of Ratcliffe’s visit. Peskov said that while intelligence contacts are a positive phenomenon, it is “premature” to predict their effect on the overall state of U.S.–Russian relations. He did not provide a reason for the trip.

Ukrainian forces have targeted Russian energy infrastructure and online retail sites in long‑range strikes, while Russia has increased drone and missile attacks on Kyiv. The war has become a protracted conflict with significant casualties and economic disruption on both sides.

In the days following the visit, U.S. officials remained tight‑lipped. The White House, CIA, Pentagon and U.S. Air Force declined to comment. The Kremlin confirmed that Ratcliffe did not meet with Putin. The trip has therefore raised questions about the nature of U.S.–Russian intelligence exchanges and the broader strategic context of the ongoing war in Ukraine.
