India's approach to treated wastewater reuse has gained momentum with Uttar Pradesh and Uttarakhand recently notifying tailored policies that reflect localized water challenges. Developed through extensive consultations, these policies incorporate geographical diversity, community needs, and principles such as fit-for-purpose reuse, urban planning integration, river rejuvenation, public-private partnerships, and digital monitoring. While these examples set a strong precedent, most Indian states continue to face water scarcity each summer without adopting comprehensive reuse strategies.

Treated wastewater remains an underutilized resource despite its potential to provide reliable, drought-resistant water for agriculture, industry, urban landscaping, and ecological restoration. India's water future may depend less on discovering new freshwater sources and more on effectively recycling existing supplies. The Atal Mission for Rejuvenation and Urban Transformation has expanded sewage treatment infrastructure, but without proper reuse mechanisms, this infrastructure fails to close the water cycle loop.

The National Framework on Safe Reuse of Treated Water (SRTW), introduced in 2022, provides a national roadmap for states to develop localized reuse policies. This framework emphasizes that water solutions must be context-specific while aligning with national priorities. Beyond policy, treated wastewater represents an economic opportunity rather than just a waste management challenge. Its benefits include climate resilience, drought-proofing cities, reducing freshwater dependence, enabling sustainable urban growth, and supporting low-carbon development. To realize this potential, states and planners must clearly understand the economic advantages of reuse.

Successful implementation requires breaking departmental silos, with utilities, urban departments, irrigation agencies, and industries collaborating on integrated solutions. Financial barriers can be overcome by leveraging existing schemes and identifying convergence opportunities across funded programs.

Public perception remains a critical hurdle, as misconceptions about treated water safety persist. The SRTW Framework and state policies rebrand treated water as "Apna Jal" (our water), signaling a shift in mindset from infrastructure to psychological acceptance. Water policy experts like Sonia Grover and Girija Bharat from Mu Gamma Consultants note a growing recognition among state governments that safe reuse is not just policy but a strategic necessity.

States that have not yet adopted clear reuse plans risk falling further behind in water security. The time to act is now, as the gap between states with and without reuse strategies continues to widen.
