India's security agencies have identified a new digital tactic used by Pakistan-based terrorist groups to recruit and communicate with operatives in Jammu and Kashmir. According to reports, terrorists are now exploiting chat tools on pornographic websites and encrypted messaging platforms that operate under the guise of social networking. The development follows earlier disclosures of terror handlers misusing online gaming platforms for covert communications.

Security officials, speaking to the Press Trust of India (PTI), confirmed that terrorist organizations and Pakistan’s Inter-Services Intelligence (ISI) are using niche encrypted applications such as Coatex and Conion—both of which rely on Tor, a US-based anonymity network—to relay recruitment-related information across the border. Tor, formally known as The Onion Router, allows users to mask their identities by routing data through multiple encrypted nodes, making detection extremely difficult.

Several of these platforms are banned in India but remain accessible through Virtual Private Network (VPN) services. Notably, Conion’s Android app (APK) faces distribution restrictions within the country. Additionally, a France-based encrypted messaging app has been flagged for enabling end-to-end communication without requiring SIM card registration, further complicating efforts to trace users.

Agencies are also monitoring a Vietnam-based app and Moonchat, a platform with suspected Chinese origins, which offers PGP-encrypted versions that bypass traditional registration processes. These apps mimic dating services, claiming to help users find nearby singles, but are reportedly being manipulated by handlers to broadcast recruitment messages and coordinate activities.

Security experts highlight the growing challenge posed by Tor-based services, which bounce encrypted traffic through global relay nodes, effectively obscuring both the origin and destination of communications. While Tor is officially maintained by The Tor Project for privacy and anti-censorship purposes, its anonymity features are increasingly being exploited by clandestine networks, including terrorist organizations.

Authorities previously dismantled a Pakistan-based terror network ahead of Independence Day, resulting in over 200 arrests across 14 states. The shift from mainstream social media platforms such as WhatsApp and Facebook Messenger to these covert channels underscores the adaptive strategies used by terror groups to evade surveillance.

Security agencies continue to deploy specialized digital tools to monitor these encrypted networks, but the use of pornographic platforms and Tor-based apps presents unique tracking hurdles due to their layered encryption and global infrastructure.
