The United Kingdom risks falling behind in the global artificial intelligence race as slow upgrades to its telecoms infrastructure threaten to create bottlenecks for AI-related data traffic, industry leaders warn. With full-fibre broadband rollouts advancing, mobile network performance—particularly 5G—lags far behind other advanced economies, raising concerns over the nation’s preparedness for an AI-driven future.

A recent analysis by consumer group Which?, based on data from Opensignal, ranks the UK 57th globally for overall network performance, 70th for download speeds, and 55th for reliable service quality—behind every EU member state and every G7 nation. Experts highlight that current network strains are a mere preview of what’s to come as AI adoption accelerates across consumer and business applications.

Andrea Donà, networks director at Vodafone UK—formed by the merger of Vodafone and Three—describes the UK’s mobile infrastructure as “sub-optimal” and warns that mass AI usage will intensify congestion. He compares current network stress during major events like concerts at Wembley Stadium, Formula 1 races at Silverstone, or rugby matches at Twickenham to the persistent strain AI will place on networks. “What we see now only with a mass aggregation of people is a proxy, an indication of the things that will come,” he said. “That one-off experience will be constant because of the additional capacity consumers will need in an AI world.”

Industry executives increasingly view connectivity as a strategic national issue, akin to the earlier challenge of full-fibre rollout. One senior telecoms leader, speaking anonymously, stated that while AI connectivity is still in its early stages, it will soon become a “national competitiveness issue.” The warning underscores the need for urgent upgrades, as next-generation AI-powered devices are expected to hit the market within two to three years.

UK mobile operators are investing billions in 5G stand-alone technology—Vodafone UK has pledged £11 billion—but face persistent hurdles due to planning delays. Vodafone UK is even reducing its mast footprint by 30% nationwide to improve efficiency, yet 96% of necessary upgrades involve existing sites. Over half of these require planning permission, which operators say is a slow, bureaucratic process.

Andrea Donà adds that reforming planning regulations could deliver immediate economic benefits without government spending. “Planning reform is the lowest possible cost growth policy,” he said. “It doesn’t require any government money. It could be a great first 100 days-win for the new prime minister.”

Mobile networks, classified as critical national infrastructure like data centres and energy systems, receive none of the financial reliefs that other vital sectors enjoy in areas such as business rates and energy costs. Industry leaders argue this disparity further slows progress and undermines the UK’s ability to compete in the AI era.

With global peers accelerating their digital infrastructure, the UK’s delayed 5G upgrades and rigid planning system threaten to stunt economic growth and innovation, leaving the nation vulnerable to falling behind in the fast-evolving artificial intelligence landscape.
